The Government of Spain has approved Law 9/2025 on Sustainable Mobility, a broad regulatory framework that introduces new provisions with direct impact on air transport and on industrial stakeholders and operators connected to the sector. The law strengthens environmental sustainability, updates planning criteria and introduces requirements aimed at improving efficiency and transparency in airport management.
The law foresees a Strategic Plan for the Sustainability of Air Transport, including environmental assessments and decarbonisation measures such as providing electric power to aircraft on the ground, promoting alternative fuels and offering incentives to reduce emissions. It also requires airport managers to publish their annual carbon footprint and to maintain noise and air quality management plans.
Operationally, the law establishes criteria to limit certain domestic flights when suitable high-speed rail alternatives exist, and introduces new environmental requirements for authorising or modifying airport operations. In addition, it updates the framework for public service obligation routes and reinforces administrative coordination.
