Spain’s Official State Gazette (BOE) has published Order PJC/89/2026, making public the National Strategy against the Proliferation of Weapons of Mass Destruction, approved on 16 December. The strategy sets out specific measures impacting the private sector, particularly in areas related to dual-use technologies, export controls and the management of sensitive materials and knowledge.
Key measures include awareness-raising seminars on export controls and dual-use issues; strengthened public-private cooperation with industry and academia to address emerging technological risks; the development of best-practice guidelines for companies; and enhanced risk awareness in strategic sectors, including biotechnology and advanced technologies.
